Wells Township Board Meeting Minutes December 11, 2017

On Monday December 11, 2017 the Wells Town Board met at the Wells Town Hall. Members present were Jeff LaCanne, Rich Cap,  Brandon Miller and Jim Zahn.

Also present were Lowell Berg, Colin Johnson, Ronald Olson, Dennis Parker,  and Larry Churchill.

Chairman Jeff LaCanne opened the meeting with the pledge of allegiance. The minutes for November 2017 were read. Rich Cap moved to accept the minutes and Jeff LaCanne seconded the motion. The motion carried.

Brandon Miller gave the treasurers report for October 2017. Jeff LaCanne moved to accept the treasurer’s report. Rich Cap seconded the motion and the motion carried. A copy is attached.

The Bills were reviewed for payment. Jeff LaCanne moved we pay the bills. Rich Cap seconded the motion and the motion carried.

 

The Roberds Lake Trail-Dassel Ave. SSD  proposal for the repaving of the road by the towns ship was reviewed. After much discussion, Jeff LaCanne moved to accept the modified proposal as follows:  Resurface Roberds Lake Trail and Dassel Ave. in 2018 including removing,(reclaiming)existing pavement, replace base material (6”) in areas of poor drainage and compaction, placing3”-4” of asphalt in 2 lifts, transitioning edges to existing shoulders and driveway aprons. The estimated cost of the project is $120,000 to $140,000.

Wells Township:

  • Will provide financing to fund the project and will be reimbursed by the 34 parcels in the SSD.
  • Provide $15,000 of Township funds.
  • Assess the parcels for the funding over 7 years at a 3% interest rate.
  • Assess the parcels $25.00 per year to provide a dedicated maintenance fund for crack repair and seal coating as needed. The township will add $850.00/ year to this fund for the 7 year period. All maintenance costs in excess of the fund balance at the time of the repair will be assessed to the SSD.

The Subordinate Service District will:

  • Maintain communications with homeowners and provide timely updates on project status and ingress/egress during project implementation.
  • The SSD will solicit comparable bids this winter.
  • Provide for adequate project oversight.
  • Provide ongoing oversight and coordination with Township for maintenance needs.
  • Coordinate garbage service to reduce reoccurring heavy weight traffic and extend life of paving.

Rich Cap seconded the motion and it carried.

Jeff LaCanne moved to pass a resolution designating the town hall as the townships polling place for 2018 elections as required by law. Rich Cap seconded the motion and it carried. A copy is attached.

The October and November Building permit reports were reviewed.

Rich Cap moved to adjourn the meeting. Jeff LaCanne seconded the motion and it carried.
