Wells Township Board Meeting Minutes June 1, 2015

 

On Monday June 1, 2015 the Wells Town Board met at the Wells Town Hall.

Members present were Jeff LaCanne, Nancy Johnson, Rich Cap, Marlene Pohl and Jim Zahn.

Also present were Colin Johnson, Lowell Berg, Flavia Berg, John Purdie and Ron Velzke.

Chairman Jeff LaCanne opened the meeting with the pledge of allegiance and the asked if anyone was recording the meeting and received no response.

The minutes of the May meeting were read by Jim Zahn. Rich Cap moved to accept the minutes and Nancy Johnson seconded the motion. The motion carried

Marlene Pohl gave the Treasurers report. The current balance is $158,563.41. Jeff LaCanne moved to accept the Treasurers report and Rich Cap seconded the motion. The motion carried.

The May bills were reviewed and approved for payment.

Colin Johnson advised that County Environmental Services had modified Roy Winjums PUD agreement after it was approved by the Commissioners. They are currently working with an attorney to get the situation corrected. They will provide us with a copy to sign when the issues are worked out. Century Link would like the Township to approve a utility easement in this project. After discussion Jeff LaCanne moved to table the issue until July. Rich Cap seconded the motion and it carried.

Nancy Johnson provided copies of the completed Township Road Policy and advised that it had been reviewed by attorney Greg Thibodeau didn’t see any issues. After discussion Nancy Johnson moved the Township adopt the policy and resolution on the policy. Rich Cap seconded the motion and it carried. (A copy of the resolution and policy are attached.

After further discussion Rich Cap moved that we place the policy on the Township website. Nancy Johnson seconded the motion. The motion carried 2 to one with Jeff LaCanne voting against.

Ron Velzke asked the board to have some repair work done to the blacktop on Elmore Trail before the road deteriates further. Ron was advised that Elmore Trail was a subordinate service district and he needed 75% of the people on that road to agree to the expense. Ron will contact his neighbors and get costs and then come back to the board.

Jim Zahn provided quotes from M&W and LaCanne paving on four projects. LaCanne paving had the lower quotes and Jeff LaCanne moved we award the work on three projects to LaCanne Paving. Nancy Johnson seconded the motion and it carried. The three projects are Well Lake Way repair ($7,025.00); Wells Lake Court repair ($12,500) and French Lake Trail repair ($3,975.00). It was decided to take a better look at Chappius Trail determine the correct course of action.

Marlene Pohl reported that the pan is to apply dust control late this week. .

Rich Cap reported that Shieldsville Township was interested in splitting the cost of the fire hydrant repair on Lake Mazaska. Nancy Johnson moved that we repair the hydrant and split the cost with Shieldsville as long as it is $4,000.00 or less.

The Berg’s advised that the property along 160th street had been surveyed and moving the gate has been discussed with neighbors. They would the gate moved. Jeff LaCanne will move the gate by the end of July.

Jeff LaCanne received a complaint on holes in the road on the turn around on Chappuis Trail. He will do the repair.

Rich Cap was advised of a plugged culvert issue by John Brown. Rich will clean out the culvert.

 

Rich Cap moved to adjourn the meeting and Nancy Johnson seconded the motion and it carried.
