Wells Township Board July 7, 2014 Minutes

 

On Monday July 7, 2014 the Wells Town Board met at the Wells Town Hall.

Members present were Jeff LaCanne, Nancy Johnson, Rich Cap, Marlene Pohl and James Zahn.

 

Also present were: Lowell Berg, Flavia Berg, Elmer Ruehling, Darlene Ruehling, John Flom, Kevin Finlan, Jessica Rathke, Mary Jo Flyn, Steve Salzwdal, Fritz Herda, Mary Ann Herda, Jerry Sather, Jim Wencl, Mike Lewis, Dan Deneen, Dykin Deneen and Steve Demars.

 

Chairman Jeff LaCanne opened the meeting with the Pledge of Allegiance.

Chairman LaCanne then asked if anyone was recording the meeting and received no response.

 

The minutes of the June 2, 2014 meeting were read by James Zahn. Rich Cap moved to accept the minutes and Nancy Johnson seconded the motion. The motion carried.

 

Marlene Pohl gave the Treasurers Report.  Nancy Johnson Moved accept the Treasures report and Rich Cap Seconded the motion. The motion Carried.

 

The bills for the month of June were reviewed and approved for payment.

 

 

The Wells Lake lake court ditch elevation was discussed. Rich Cap accepted the project of getting the ditch surveyed.

 

Quotes for work on Garfield trail, Wells Lake Court, Dassel Avenue and Roberds Lake Court were reviewed.

 

Garfield Trail was discussed in detail with several of the residents in attendance. Jeff LaCanne moved that the Township pay up to $13016.25 for the regrind of the road, up to160 yards of gravel and shaping and compacting of Garfield Trail from County road 36 to the first house on the left hand side of the road. Rich Cap seconded the motion and the motion carried. Jeff LaCanne volunteered to oversee the project.

 

The issues with French Lake Trail due to the flooding were discussed. In addition to the culvert issue, there is another culvert with a hole on top by Jerry Sather’s driveway and two locations along the road where the water washed into the edge of the road. In addition the ditch by the turnaround is filled with dirt and weeds and needs cleaning. The quotes for the replacement of the culvert were reviewed. Rich Cap moved to accept the quote from B&B Excavating for the replacement of the culvert and to fix the other issues with the road. Nancy Johnson seconded the motion and it carried. Jeff LaCanne will also oversee this project.

Jerry Sather asked if the Township could reroute the drainage ditch along the edge of his property to correct flooding issues on his property. He was asked if he was willing to pay part of the cost and said he was willing to pay depending on the cost.

 

Rich Cap brought a list with some emergency signs and cones. The Board discussed the need to carry an inventory of signs and equipment for emergency road issues. Rich Cap will investigate and bring a recommendation to the board.

 

The Furlong request for approval of a three lot plat on French lake was discussed. Nancy Johnson and Rich Cap will attend the Planning Commission meeting on July 10, 2014.

 

A preliminary damage assessment and impact meeting is scheduled at the Rice County Emergency center to determine flooding damage for possible FEMA money. Jim Zahn will attend with Wells Townships preliminary damage information. The meeting is set for July 16.

 

 

The list of election judges was reviewed by the Board. Nancy Johnson moved to accept the list, Rich Cap seconded the motion and it carried.

Rich Cap asked about pay for election judges and the issue was discussed. Rich Cap then moved that Wells Township judges be paid $15.00 per hour for their service. Nancy Johnson seconded the motion and it carried.

 

Building Permits for June were reviewed and there were no issues

The meeting adjourned at 8:45 P.M.
