Wells Township Board Meeting Minutes, May 14, 2018

Jeff LaCanne called the meeting to order at 7:00 PM. Members present were Jeff LaCanne, Rich Capp, Colin Johnson, Flavia Berg and James Zahn.

Also present were Lowell Berg and John Winjum.

Minutes of the April 2018 meeting were read and Rich Cap moved to accept the minutes and Colin Johnson seconded the motion.  Motion passed.

Flavia Berg read the Treasurer’s report for April 2018. Colin Johnson moved to accept the report as printed on the attachment. Rich Cap seconded the motion and it passed.

Jeff LaCanne moved to approve the bills for payment. Colin Johnson seconded the motion and it carried.

The matter of the performance bond for the paving of Roberds Lake Trail and Dassel Avenue was reviewed. The bid criteria didn’t include a performance bond and the contractor asked the township to absorb the expense.   After discussion it was decided to ask the contractor to add a payment bond and performance bond and add it to the bid price. It was decided to have Colin Johnson and Dennis Parker oversee the project.

The city response to the annexation meeting was reviewed and the cities response wasn’t acceptable. Jim Zahn is to review with attorney Jason Hoffman and set up another meeting with the city.

Another payment to the city for the fire truck was discussed. It was decided we would wait until we received the actual bill from the city.

The treasurer’s job for the Rural Fire District was discussed. It was decided to have Flavia Berg do the job and for the township to pay her the $20.00 hourly rate.

Dust Control was discussed and we need to wait until the gravel and ground bituminous was applied based on the road survey.

Jon Winjum was asked to take care of the ground bituminous and gravel as soon as he could fit it in after receiving the road survey.

Ron Velzke asked about repairs and new bituminous on Elmore Trail and Elmore Ave.  Ron was advised there was a subordinate service district for this area. The township wants this group to meet to determine what they want and then present it to the board. It was suggested that they follow the format used by the Roberds Lake Trail SSD. Ron was directed to get a group together and meet with Jim Zahn.

Jeff LaCanne moved to adjourn and Rich Cap seconded the motion.  Motion passed.
