Wells Township Board Meeting Minutes March13, 2023

Jeff LaCanne called the meeting to order at 7:00 PM. Members present were Jeff LaCanne, Rich Cap, Colin Johnson, Brandon Miller and James Zahn.

Also present were Rob Horejs, Pete Lindahl, Tom Dean, Ken Meyer, Tim Audette, Greg Pacquette, Kathleen Cap and Richard Cap. .

February minutes were read by Jim Zahn. Rich Cap moved to approve the minutes. Colin Johnson seconded the motion and it passed

Brandon Millier read the Treasurer’s report for February. Colin Johnson moved to accept the report and Rich Cap seconded the motion and it passed.

The bills for the month were reviewed. Jeff LaCanne moved to approve the bills for payment. Rich Cap seconded the Motion and it passed.

Issues from the Floor: Snow plowing and current road conditions were a concern and the replacement of the business doing our snow plowing was discussed. No action was taken.

Pete Lindahl asked about paving 180th street and 180th court. He was advised that the supervisors put the project on hold because the developer was trying to get approval of a plat of the second tier in that addition. They believe that leaving the second tier out of the SSD would cause problems. Also a neighbor is suing for access to the road and they don’t want to establish the size of the SSD until the suit is settled.

Old Business:

The paneling and updating of the bathroom is ongoing. The contractor is working on this project part time on weekends and that is extending the time.

New Business:

It was announced that the Board of Appeals & Equalization meeting will be held at the Wells Town Hall on April 14, 2023 at 9:00 A.M.

The Rice County Fair Board sent a request for $500.00 and 1 or 2 people to help with the Fair. The request was discussed and no action was taken.

The Rice County Historical Society advised that they have been designated the repository for Township records. Jim Zahn is to work with them to move old records from before 2000 to their facility.

The City of Faribault is annexing the LaRoche property into the city. This is an island annexation which the city doesn’t need the townships approval because it borders property which was annexed earlier.

Wells Township received a letter and documents from Roger Stoick’s attorney advising he is appealing our denial of a driveway permit. It was decided to talk to our attorney about our next step.

Jeff LaCanne moved to recess the meeting until 8:00 P.M. on Tuesday March 14, 2023 to canvas the township election. Colin Johnson seconded the motion and it passed.

March 14, 2023 at 8:00P.M.  the meeting was reconvened by Jeff LaCanne. Present were Jeff LaCanne, Rich Cap, Colin Johnson, James Zahn.

The board reviewed the township election and certified the results in the election. Jeff LaCanne running unopposed for supervisor was elected with 43 votes and Flavia Berg running unopposed was elected with 37 votes as Treasurer.

Colin Johnson moved to recess the meeting until 9:30 A.M. Thursday March 16, 2023 to review with our attorney the Stoick appeal, Fire Contracts and guide lines on SSD’s. Rich Cap seconded the motion and it passed.

March 16, 2023 the meeting was reconvened by Jeff LaCanne. Present were Jeff LaCanne, Rich Cap, Colin Johnson and Robert Ruppe by phone.

The issues of driveway appeal, fire contracts and SSD guidelines were discussed. No action was taken.

Jeff La Canne moved we adjourn. Rich Cap seconded the motion and it passed.
