Wells Township Board Meeting Minutes, November 12, 2018

Jeff LaCanne called the meeting to order at 7:00 PM. Members present were Jeff LaCanne, Rich Capp, Colin Johnson, Flavia Berg and James Zahn.

Also present was Lowell Berg, Ron Velzke, Jeff Gillen and Joshua Foquette.

Minutes of the October 2018 meeting were read and Colin Johnson moved to accept the minutes and
Rich Cap seconded the motion.  Motion passed.

Flavia Berg read the Treasurer’s report for September 2018. Rich Cap moved to accept the report as printed on the attachment. Colin Johnson seconded the motion and it passed.

Jeff LaCanne moved to approve the bills for payment. Colin Johnson seconded the motion and it carried.

Roberd’s Lake Trail, Dassel Ave. repave was discussed and due to the storm and wet weather the project was delayed. Currently the base is done and the base layer of black top is complete. The wear layer won’t be applied until spring. This pushes the completion of the project and billing the residents to 2019.

French Lake Trail MN. DOT safety study was discussed and Rich Cap continues to try to get information from the state with no success.

Ron Velzke reported that the Elmore Ave., Elmore Trail subordinate service district road committee held a meeting for the residents and they are working on what direction they want to go. There are 5 or 6 culverts in this stretch that need to be reviewed. Rich Cap will review and determine what action needs to be taken.

Clean up after the Sept. 20 storm was discussed. We need the final bill from RAW Construction and Strobel Tree service. Strobel still needs to remove some trees and stumps on Chappuis Trail.

Joshua Foquette asked the town board for help with access to the road right of way on 182nd Court West. He advised the right of way was blocked at 3441 182nd Court West and was unable to access his property to repair storm damage. The board directed the clerk to draft a letter directing the land owner to clear the right of way.

The November 6 election was discussed. The township had over 70% of its registered voters turn out and vote. Also the new electronic poll pads were used in place of the paper roster and everything went smoothly.

Building permits for October were reviewed.

Colin Johnson moved to adjourn and Rich Cap seconded the motion and it passed.
