Wells Township Board Meeting Minutes October 10, 2022

Rich Cap called the meeting to order at 7:00 PM. Members present were Rich Cap, Colin Johnson, Flavia Berg and James Zahn.

Also present were Lowell Berg and Matt Slinger.

September minutes were read by Jim Zahn. Colin Johnson moved to approve the minutes. Rich Cap seconded the motion and it passed

Flavia Berg read the Treasurer’s report for August. Colin Johnson moved to accept the report and Rich Cap seconded the motion and it passed.

The bills for the month were reviewed. Colin Johnson moved to approve the bills for payment. Rich Cap seconded the Motion and it passed.

Issues from the Floor:

Brushing of ditches was discussed. Colin Johnson moved to spend up to $10,000.00 and have Dale Kuhinka brush ditches as directed.

Old Business:

Bids for sub cutting 172nd St. were received and are as follows:

Timm’s Trucking                 $35,500.00

R.A.W. Const.                      $22,930.00

Heselton Const.                  $46,450.00

Based on cost it was decided to put the project on hold.

The issue with the culvert on Well Lake Court was reviewed. Rich Cap moved to replace the culvert and apron using Timm’s to install. Colin Johnson seconded the motion and it passed.

The Chappuis Trail project was reviewed and Colin Johnson moved to pass resolution 2022-7 awarding the bid and assessing the property owners. Rich Cap seconded the motion and it passed.

New Business:

Jim Zahn reviewed the requirement for designating a polling place for the year 2023 by resolution. Rich Cap moved we pass resolution 2022-8 using the town hall as the designated polling place. Colin Johnson seconded the motion and it passed.

Flavia Berg checked out loans and interest rates for the Chappuis Trail project. She is currently working with our attorney on drawing up a bond for the loan. The paper work should be ready at our November meeting. Our attorney advised that we needed a resolution to authorizing the treasurer to pay the contractor before the bonds were sold. Rich Cap moved we pass resolution 2022-9 authorizing payment. Colin Johnson seconded the motion and it passed.

Colin Johnson moved to adjourn the meeting and Rich Cap seconded the motion and it passed.
