Wells Township Board Meeting Minutes September 7, 2017

On Monday September 7, 2017 the Wells Town Board met at the Wells Town Hall. Members present were Jeff LaCanne, Rich Cap, Nancy Johnson, Flavia Berg and Jim Zahn.

Also present were Lowell Berg, Andrew Kepper, Willard Trip, Carmen Trip, Don Breitenfeldt, Jean Palma, Barb Wencl, Jim Wencl, Kelli Wencl, John Sumner, Bobbi Sumner, Guy & Bridget Zahratka, Mike Lewis, Jerry Sather, Steffan Bice, Krista Gillen, David Gross, Van Miller, Jason Petricka, Ron Velzke, Dennis Parker, Larry Churchill, Jared Breitenfeldt, Shawn Weimer, Ed Zahratka, Yavonne Zahratka and Nikki Oakland.

Chairman Jeff LaCanne opened the meeting with the pledge of allegiance. The minutes for August 6, 2017 were read. Rich Cap moved to accept the minutes as amended for getting pricing instead of purchasing speed bumps and Nancy Johnson seconded the motion. The motion carried.

Flavia Berg gave the treasurers report for August 2017. Nancy Johnson moved to accept the treasurer’s report. Rich Cap seconded the motion and the motion carried. A copy is attached. The board decided to put another $65,000 in a C.D. They requested Flavia find the best rate available.

The Bills were reviewed for payment. Jeff LaCanne moved we pay the bills. Rich Cap seconded the motion and the motion carried.

The French Lake Trail traffic issue was again discussed. Andrew Kepper presented a petition with 52 signatures requesting speed bumps be installed seasonally. There was much discussion for and against speed bumps and reduced speed limit for this road. Nancy Johnson moved that the township make the south side of French Lake Trail from the west edge of PID #1007301030 to the West edge of PID#1007176011 and install 4 Temporary speed bumps in this area from May 1 to October 1 for a 1 year trial. In addition the township will put up pedestrian walking and sharp curve signs in this area. Jeff LaCanne seconded the motion and it carried.

Rich Cap reviewed the FEMA training session and recommended that the township not buy the software for the program.

Shawn Weimer requested the township replace the ditch by the pump house on French Lake Trail with tile as it is a continual problem. Jeff or Rich will inspect this area.

The board received a presentation from Dennis Parker on resurfacing Roberds Lake Trail and Dassel Ave in the spring of 2018. The estimated cost of the project is $120,000 to $140,000. The Subordinate Service District requested the Township provide $25,000 for the project and bill the 34 parcel owners the remainder thru assessments over a period of 8 years at a 3% rate. In addition they would like the township to assess these parcel owners $25.00 per year ongoing to provide a dedicated fund for maintenance. They are also asking the township to provide an annual match to support the maintenance costs.

The July building Permit report was reviewed and the August report wasn’t available at the time of the meeting.

Nancy Johnson moved to adjourn the meeting. Rich Cap seconded the motion and it carried.
