Wells Township Board Meeting Minutes May 2, 2016

 

On Monday April 4, 2016 the Wells Town Board met at the Wells Town Hall.

Members present were Jeff LaCanne, Rich Cap, Marlene Pohl and Jim Zahn.

Also present were Pam Sartor, Flavia Berg, Lowell Berg, Steve Salzwedel, Archie Kasperek Jr., Karen Kasperek,

Chairman Jeff LaCanne opened the meeting with the pledge of allegiance.

The minutes of the April 4, 2016 meeting were read by Jim Zahn.  Rich Cap moved to accept the minutes and Jeff LaCanne seconded the motion. The motion carried.

Marlene Pohl gave the Treasurers report. Current checking balance is $173,046.98, three C.D.’s at the State Bank total $89,767.96, two C.D.’s at 1st United total $118,418.64 for a total balance of $381,233.58. Rich Cap moved to accept the Treasurers report and Jeff LaCanne seconded the motion. The motion carried.

Jeff LaCanne moved to have $50,000.00 dollars transferred into a C.D. at 1st United or the State Bank depending on who had the highest interest rate.

The April Bills were reviewed for payment. Jeff LaCanne moved we pay the April bills. Rich Cap seconded the motion and the motion carried.

New Business:

The petition to form a subordinate service district for 177th St. was discussed. The group does not have enough signatures to form a SSD. They need 9 signatures and have only 8. They asked if the board would form a SSD if they got one more signature. It was discovered that this group weren’t all part of the first meeting. It was suggested that they have a meeting to discuss the situation. They asked the board to attend the meeting and were assured that the township would be represented to answer questions.

The condition of Township roads was discussed. Witte Brothers has been provided with a plan for graveling township roads. They were behind because of the weather.

There was an issue with a culvert on Fairbanks Ave. South of Paul Sheffler. Jeff LaCanne moved we put in a 24” culvert and clean the ditch to fix the problem. Rich Cap seconded the motion and it passed.

The condition of Chappuis Trail, French Lake trail and Elmore Ave. were again discussed. It was decided that Rich Cap would look into what plan of action to take with these roads and report at the next meeting.

After much discussion about grinding in place and overlaying vs. patching, Nancy Johnson moved to get quotes to grind the bituminous in place this summer. Jeff La Canne seconded the motion and it carried.

Lowell Berg requested that copies of the agenda be made available to people attending the meeting. It was decided that 10 copies would be made available and more would be run off if necessary.

Jeff LaCanne moved to adjourn the meeting and Rich Cap seconded the motion and it carried.
