2013 Annual Meeting for Wells Township

The annual meeting of Wells Township was held on Tuesday March 12, 2013 at the Wells Town Hall

The meeting was opened by Marlene Pohl with the pledge of Allegiance at 1:00 P.M.

Those in attendance were Richard Cap, Ken Brazil, Chuck Schema, Kris Bauer, Lisa LaCanne, Dianne Dienst,Cindy Langer,Patty Olson, Harold Chappuis, Dan LaCanne, Gerri Chappius and Frank Chappius.

Board Members: Don Langer, Jeff LaCanne, Nancy Johnson, Marlene Pohl and James Zahn

Richard Cap was appointed moderator for the meeting. Motion by Frank Chappius, Seconded by Dan LaCanne. The motion carried.

The minutes of the March 13,2012 annual meeting were read. Motion to approve by Dan LaCanne and seconded byCindy Langer. The Motion carried.

The treasurer read the financial report for 2012:

A motion was made by Harry Chappuis and seconded by Dan LaCanne to accept the treasurer’s report. The motion carried.

District One Hospital has an agreement with North Memorial hospital to staff the Emergency room with physicians and assistants.

The Hospital board has 11-members, 9 voting members. Don Langer is now on the selection board to pick members for the voting board members.

The Rural Fire Department consists of 3 ½ Townships. They are Wells, Canon City, Walcott and ½ of Warsaw. They came to an agreement with the city of Faribault to contract for fire protection thru 2015.

The agreed to cost is:

2013       $96,500.00

2014       $84,313.00

2015       $84,313.00

There is a meeting planned for March 28, 2013 at the fire hall with Joe Berg director.

The Township received a bid from Dale Kuchinka for ditch mowing. The bid is for mowing a 7’ swath on both sides of the road. Approximately 34 miles of road at $31.00/mile. The ditches are cut twice a year.

The proposed budget for the year 2014 is:

Roads                                    $136,000.00

Revenue                              $10,000.00

Fire                                        $15,000.00

Total Budget                      $161,000.00

Cindy Langer moved to accept the budget. Dan LaCanne seconded the motion and it carried.

Kelly Lake Trail Blacktop assessment still owing is $1,425.60. This will be paid by the end of 2013.

Harry Chappuis is interested in the Township establishing a web site. The issue was discussed and people were interested in at least getting agendas and meeting minutes available to people in the Township.

Met Con’s 2012 bid is up but they continue to charge the same rates. Blade snow plowing $85.00/hr.

Truck snow plowing $75.00/hr. Salt and sand mix is $50.00/yard. Fuel adjustment by scale and hours.

Vacating 160th Street West from County Road 46 to I35 approxamately .3 of a mile was discussed.  Harry Chapuis moved to have the Board vacate this section of road. Seconded by Dan LaCanne. Motion carried.

A petition to vacate the road was passed around and signed. The Board will pass a resolution at the next meeting and have it recorded by the County recorder.

The assessment meeting will be Friday April 12,2013 starting at 9:00A.M. at the Wells Town Hall. Any resident having questions about their property taxes can get them addressed at this meeting.

Truth in taxation costs were reviewed and the increase this year was large. 2011=$196.00, 201$311.00

The Roberds Lake Sewer project was discussed and Harry Chappius suggested the Township investigate connecting if the price was in the $11,000 range.
