Wells Township Board Meeting Minutes June 10, 2019

Jeff LaCanne called the meeting to order at 7:00 PM. Members present were Jeff LaCanne,   Rich Capp, Colin Johnson, Flavia Berg and James Zahn.

Also present were Lowell Berg, Roger Wutschke, Francis Gernant, Barb LaPorte, Bill LaPorte, Jon Thompson, Ron Phillips, Ron Olson, Richard Potter, Terri Murdock, Jerry Murdock, Frank Ahlman, Joyce Ahlman, Ted Tuma, Steve Anderson, Archie Kasparic, Larry Churchill, Dennis Parker, Bernie Pirkl, Leon Gregg, Richard Cap, Kathleen Cap, Jon Winjum, Scott Yeringter, Carrie Mork, Stan Mork, Steve Bauer, Cheri Coutermash, Kathleen Taylor, Mark Holm and Dean Bauer.

Minutes of the May 13, 2019 meeting were read.  Colin Johnson moved to accept the minutes and
Rich Cap seconded the motion.  Motion passed

Flavia Berg read the Treasurer’s report for May 2019. Rich Cap moved to accept the report as printed on the attachment. Colin Johnson seconded the motion and it passed.

The bills for the month were reviewed and Colin Johnson moved to approve the bills for payment and Jeff LaCanne seconded the motion. The motion passed.

Terri Murdock presented a driveway permit request and it was approved.

Colin Johnson reported that the paving project on Roberds Lake Trail and Dassel Ave. is complete.

Ron Olson wants to put a 15” tile in the ditch along his property on Roberds Lake Trail. A motion was made to allow the tile and it passed with Jeff LaCanne voting no.

Colin Johnson had a price to repair Wells Lake Way and Court. Ron Phillips requested a copy of the quote and he asked the board to do a temporary repair until the SSD could decide how to proceed. After much discussion the board decided to put in a load of millings.

Tim Madigan presented a petition to the board to blacktop 175th, Elmore Ave. and Elmore Way. After much discussion the group was advised that the road would not be blacktopped in 2019. The current plan is to repair and replace culverts as necessary and then work on the soft spots in the road this year.

There was a complaint that French Lake Trail needed rock on the north side just west of the gross property.

Dean Bauer brought a bid to repave Chappuis Trail. The board advised Dean that they needed to form a subordinate service district before the board would consider repaving the road. A discussion followed about all the pot holes in the road. Rich Cap was going to look into including patching with another project.

Steve Bauer asked for a no access sign on their road. The board will put up a sign.

Beaver have dammed up the culvert on Dalton ave. and it is causing problems with the road. Rich Cap was going to try to get someone to trap them.

Due to the volume of interest in blacktopping roads and the cost the board decided to check out the Bonding process to provide money if necessary for the projects.

Colin Johnson moved to adjourn and Rich Cap seconded the motion. The motion carried.
