Wells Township Board Meeting Minutes, March 6, 2017

On  Monday, March 6, 2017, the Wells Town Board met at the Wells Town Hall. Members present were Jeff LaCanne, Rich Cap, Nancy Johnson, and Marlene Pohl.

Also present were Matthew Reiland, Bryan Kruger, Adam Zerg, Dean Sammon, and Colin Johnson.

Chairman Jeff LaCanne opened the meeting with the pledge of allegiance. The minutes of the February 6, 2017 meeting were read. Nancy Johnson moved to accept the minutes and Rich Cap seconded the motion. The motion carried.

Marlene Pohl gave the treasurers report for February. Current checking balance is $114,144.88. Jeff LaCanne moved to accept the Treasurers report and Rich Cap seconded the motion. The motion carried.

Matt Reiland from Reiland – Johnson Builders reported Furlong had sold 13 acres to his daughter and they were going to be building a house on the property. The driveway was discussed and Matt was given a driveway permit to complete and return with the property owner’s signature. It was decided the driveway should have a 30 foot long, 15 inch metal culvert installed and built with a 20 foot wide minimum top width. The board approved the permit.

Adam Zerg with Michaels Pipeline Company, requested permission to use an .8 mile portion of a Wells Township road south of Highway 60 to haul rock to a compressor site during road postings. They had already contacted Warsaw Township and received permission to use their portion of the road. Also present were Dean Sammon with Heselton Construction which would be hauling the material and constructing the site, and Bryan Kruger with Northern Natural Gas, the owner of the compressor site. They were given a form for “Work within the Right of Way” to be filled out and returned. They were also instructed, they would need to restore any damage to the pre-existing condition of the road and to have a blade on-site during hauling operations to maintain the road in a passable condition.

Colin Johnson notified the board of a large depression which has developed over the culvert at the public access on Kelly Trail. Jeff LaCanne will check it tomorrow and decide how to repair.

The annual meeting and election will be held on Tuesday, March 14 at 1:00 PM to 2:00 PM. The election will follow from 2:00 to 8:00 PM. Marlene Pohl reported she had checked with the township lawyer and we are required to keep the polls open until 8:00 PM. Jeff LaCanne reported Dusty Dienst, the fire chief, will be present to discuss the proposed new rural fire truck.

A letter was received from Met-Con announcing a rate increase to $100/ hour for the blade and $90/hour for the snow plow truck. Jeff will be discussing this with Met-Con.

It was announced the on-line training for the Board of Appeal and Equalization has been shut down until Feb. 2018. It was also discovered, only one qualified officer be present at the Board meeting on April 13, 2017, at 9:00 AM. Jeff LaCanne is qualified and will be at the meeting.

Tuck pointing the basement was discussed and Jeff LaCanne will speak to LTM Construction about possibly arranging the work to be done. It was also discussed an outside light should be installed to illuminate the parking area south of the town hall.  It was decided to check with Steele-Waseca.

February building permits were reviewed.

February bills were reviewed and approved.

Rich Cap moved to adjourn the meeting. Nancy Johnson seconded the motion and it carried.

Next monthly meeting April 3, 7:00 PM.
