Wells Township Board Meeting Minutes July 12, 2021

Jeff LaCanne called the meeting to order at 7:00 PM. Members present were Jeff LaCanne, Rich Cap, Colin Johnson, Flavia Berg and James Zahn.

Also present was Lowell Berg and Dennis Lubbe.

June minutes were read by Jim Zahn. Colin Johnson moved to approve the minutes. Rich Cap seconded the motion and it passed

Flavia Berg read the Treasurer’s report for June. Colin Johnson moved to accept the report and Rich Cap seconded the motion and it passed.

The bills for the month were reviewed. Colin Johnson moved to approve the bills for payment. Rich Cap seconded the Motion and it passed.

Old Business:

The DNR Grant was discussed. The County received 3 bids for the project. They were BMI $299,504.80, Crane Creek $285,447.28 and Timm’s Trucking $286,664.37. Colin Johnson moved to accept the Crane Creek bid. Rich Cap seconded the motion and it passed. Dennis Lubbe asked the township to reimburse the Rice County for the engineering and the fee would be in the range of $5,000.00. Rich Cap moved we pay for the engineering. Colin Johnson seconded the motion and it passed.

The Roger Stoick lawsuit was discussed. Jessica Schwie attorney for Kennedy & Graven is representing the township. She is working on a reply which is due in September. She feels we have a very good chance of winning the lawsuit.

Elmore Project repairs are scheduled to be done by the end of July. Colin is following up with BMI.

New Business:

The condition of Skyline drive was discussed. Colin has asked BMI to give us a price to put in a blacktop curb.

A drive way permit for Craig Ryan was reviewed and there were questions they wanted Mr. Ryan to answer. Jeff LaCanne moved to table the permit request until the next meeting. Colin Johnson seconded it and it passed.

There were also questions on a Tony Schema permit request. Jeff LaCanne moved to table the request until the next meeting. Rich Cap seconded the motion and it passed.

The gravel portion of French Lake Trail needs blading and that section of road also needs the trees trimmed.

Brian Chemelik has placed boulders in the road ditch by his house. The clerk needs to write a letter instructing him to remove the boulders.

The American Rescue Plan Act was discussed. Rich Cap moved that we apply for funds and Colin Johnson seconded the motion. The motion passed.

Jeff LaCanne moved to adjourn the meeting. Colin Johnson seconded the motion and it passed.
