Wells Township Board Meeting Minutes August 6, 2017

On Monday August 6, 2017 the Wells Town Board met at the Wells Town Hall. Members present were Jeff LaCanne, Rich Cap, Nancy Johnson, Flavia Berg and Jim Zahn.

Also present were Lowell Berg, Colin Johnson, Jim Gare and Andrew Kepper.

Chairman Jeff LaCanne opened the meeting with the pledge of allegiance. The minutes for July 3, 2017 were read. Rich Cap moved to accept the minutes and Nancy Johnson seconded the motion. The motion carried.

Flavia Berg gave the treasurers report for July and corrections going back to 2011. Rich Cap moved to accept the treasurer’s report and the corrections. Nancy Johnson seconded the motion and the motion carried. A copy is attached.

The Bills were reviewed for payment. Nancy Johnson moved we pay the bills. Rich Cap seconded the motion and the motion carried.

Jim Gare had two concerns, first he was concerned about wild mustard growing in the vacant lots across the street from his home, and he was concerned about cars parking on the street at 4050 Wells Lake Court reducing it to one lane of traffic, causing a hazard. After discussion the board decided to send the residents a warning letter.

Andrew Kepper was concerned about child safety at 6271 French Lake Trail. There is a 10 MPH speed limit, speed bump sign and children playing signs. Jeff LaCanne moved to price 2 speed bumps and upgrade 2 signs in this area. Rich Cap seconded the motion and it carried. Rich Cap will look into the possibility of plastic removable speed bumps. Jeff will also review the issue with the sheriff.

Jim Zahn advised that a thru the wall air conditioner wasn’t currently available from Menards. The only thin available is a combination heater air conditioner. The board decided to put the purchase on hold and look at other parts of the remodel.

The Board has decided to discontinue the use of the town hall as a storm shelter for the trailer park across the road on November 1st. Jim Zahn was directed to send a letter to the owner advising this change.

Using an on line pay form for salary and pay requests was reviewed and will be used starting in August.

Meeting dates were discussed and issues with bills arriving after the first Monday causing problems with prompt payment. It was decided to try the second Monday of the Month in November which is November 13th and see how it works.

Parking lot lighting was discussed and Rich Cap moved to have lighting installed on the building by Rick LaCanne. Nancy Johnson seconded the motion and it carried.

Rich Cap will attend the FEMA damage assessment training held by Rice County.

Jeff LaCanne moved to have the township parking lot seal coated. Rich Cap seconded the motion and it carried.

The June building Permit report was reviewed and the July report wasn’t available at the time of the meeting.

Jeff LaCanne moved to adjourn the meeting. Nancy Johnson seconded the motion and it carried.
